Personal Letters in Sniper Elite: Resistance are the regular collectibles you pick up. There are 135 total Collectible Locations, of which 35 are Personal Letters in the eight missions.
In Hitler DLC Mission Light, Camera, Achtung, you can gather a total of 20 Collectibles, of which 5 are Personal Letters. While this is non-mandatory for trophies, getting these allows you to skip some collectibles in the main game.

The Personal Letters in the DLC mission or the base game are scattered around different areas like any other collectibles. Once you collect any of them, a pop-up will appear to help you track your collectibles and provide a hint about configuring the remaining ones.
Letter #1: All Due Disrespect
You will find the first Personal Letter, named All Due Respect, on a table near the set where Hitler is located. Try following the character marker icon on the images below to reach the collectible locations.
Letter #2: I’m Contagious
The second Personal Letter, “I’m Contagious,” is in a wooden box behind the set.
To get to the wooden box, you need to enter an open building on the northeast and reach the cabinets on the furthest corridor; you will be able to find the box and, ultimately, the letter.
Letter #3: Be More Organised
“Be More Organized” is the third Personal Letter that can be found on a bench behind the set.
You can get to the Letter location by entering through a half-closed shutter and entering the right path.
Letter #4: Thank You!
“Thank You” is the fourth Personal Letter that can be found on a table on the warehouse’s first floor. It is in the nearby building directly across the street where you found the third Personal Letter, “Be More Organized.”
You’ll need to enter the building and climb the vertical stairs to the first floor. On the table, you will find the letter.
Letter #5: Our VIP’s Demands
Finally, you will find the fifth Personal Letter, “Our VIP’s Demands,” on the table inside the little building. Enter the building and head to the far end, where the work table is located.
Once you have secured the checkmark for the Personal Letters, try searching for the remaining collectibles: Classified Documents, Hidden Items, Stone Eagles, and Workbenches.
